| Summary, etc. | El Hombre tiene el derecho fundamental a la libertad, la igualdad y el disfrute de condiciones de vida adecuadas en un medio de calidad tal que le permita llevar una vida digna y gozar de bienestar, y tiene la solemne obligación de proteger y mejorar el medio para las generaciones presentes y futuras(Declaración de la Conferencia de las Naciones Unidas sobre el Medio Humano, 1972). Este pronuciamiento a nivel mundial trae aparejado una docotomia inmersa entre la teoría y la realidad. Más allá de los deseos o de la retórica ¿se cumple con las normas o preceptos ambientalistas? La respues no es positiva. Navega dentro de las posibilidades, pero choca contra la realidad. En un mercado en el cual existe una desigualdad social tan profunda, es difícil una homogeneidad en el cumplimiento de los parámetros mínimos que se fijen las organizaciones internacionales. No obstante, resulta plausible el deseo y las normas tendientes a mejorar el medio ambiente. Esta obra trata de aportar elementos e información, con la finalidad de contribuir a profundizar y enriquecer técnicamente la temática que nos ocupa. |
